What is a block condition survey and when do we need one?

A block condition survey is a comprehensive assessment of the physical state of a residential building, covering the structure, roof, external walls, windows, common parts, services and any shared facilities. Property managers typically commission one when they take over management of a new block to establish a condition baseline, when they are developing or updating a planned maintenance programme, or when a specific concern has been raised that affects the whole building rather than a single unit. It provides the factual foundation for decisions about major works, service charge budgeting and reserve fund planning.

How do your reports support service charge justification?

Under the Landlord and Tenant Act 1985, service charges must be reasonable and works must be necessary and carried out to a reasonable standard. Our reports provide independent, professional evidence that proposed works are genuinely required, that the scope is appropriate and that the estimated costs are realistic. This is particularly important during the Section 20 consultation process for major works, where leaseholders have the right to challenge the proposed expenditure. A clear, independent survey report makes it much harder for a challenge to succeed.

Can you help with reserve fund and sinking fund planning?

Yes, this is a core part of our planned maintenance consultancy service. We assess the condition and remaining lifespan of each major building element, including the roof, windows, external decorations, communal heating systems, lifts where applicable and structural elements. We then provide a prioritised timeline of when each element is likely to need replacement or major repair, along with estimated costs at today's prices. This allows you to model how much needs to be set aside each year to build a sufficient reserve fund, avoiding the need for large and unpopular one-off levies.

What experience do you have with leaseholder consultation?

We have supported many property managers through the Section 20 consultation process. We understand what information leaseholders need to see, how to present technical information in an accessible way and how to respond to queries and objections constructively. We are happy to attend leaseholder meetings to present our findings and answer questions directly, and we can provide supplementary explanations or clarification at any stage of the process.

How do you handle access to individual flats in a block?

We primarily inspect common parts, the external envelope and the structure, which usually does not require access to individual flats. Where access to a specific flat is needed, for example to trace the source of a leak or to inspect a top-floor ceiling below a suspected roof defect, we work with you to arrange access through the leaseholder or tenant in the usual way. We are experienced at being respectful of people's homes and minimising disruption.

Can you provide ongoing survey support rather than one-off inspections?

Many of the property managers we work with use us on an ongoing basis. We might carry out an initial block condition survey across the portfolio, then return annually or biannually to update the condition assessment, review the progress of planned works and adjust the maintenance programme as conditions change. This gives you continuity of knowledge, a surveyor who understands your buildings' history and consistent reporting that makes year-on-year comparisons easy.
